Nomura has appointed Tom Scholar as non-executive chair of Nomura Europe Holdings (NEHS), Nomura International (NIP) and Nomura Bank International (NBI).
He will be appointed as a non-executive director on 1 January 2024, before replacing David Godfrey on 10 April 2024.
In the role, Scholar will provide strategic guidance, oversight and challenge to the NEHS board and management.
Scholar has spent more than three decades in the UK Civil Service, most recently as permanent secretary and head of HM Treasury. He has held a number of other roles in the service, including senior advisor and sherpa to David Cameron, and principal private secretary and chief of staff for Gordon Brown.
Earlier in his career, Scholar served as British representative and executive director of the International Monetary Fund and the World Bank in Washington.
Commenting on his appointment, Scholar says: “I am delighted to be taking on the role of chair, particularly at this pivotal moment for the Japanese economy, which brings significant growth opportunities for Nomura, both globally and in the UK. I look forward to steering the board and the senior management team as they navigate these exciting challenges."
Godfrey comments: "As I step down, I take pride in our collective achievements, particularly in relation to the changes that have been made to our risk and control environment. The board is well positioned to take advantage of the many opportunities that lie ahead."
